I seriously doubt if the person who designed the homework was trying to be racist. That would require SOME form of a brain, even though it would be a twisted one. I suspect the "guilty party" simply burned out all of his/her brain cells doing recreational drugs while pursuing a degree in education (not an uncommon occurence from what I've seen over the years).
